As of July 1 2022, the Romanian government introduced the obligation to register certain types of goods for which there is a high risk of tax evasion. Information about transported goods’ sender, recipient, type, quantity, price, place of loading and unloading, means of transport, and Intermodal Transport Unit (ITU) code will be monitored in the national RO e-transport system.
The main objective of implementing the system is to boost the efficiency of revenue collected from taxes and fees and combat illegal trade in goods. Goods transported by road subject to this regulation include:
- vegetables, plants, roots and tubers, and food under CN codes 0701 to 0714;
- edible fruit, citrus peel or melons with CN nomenclature from 0801 to 0814;
- beverages, alcoholic beverages and vinegar falling within CN codes 2201 to 2208;
- salt, sulfur, soil and stones, gypsum, lime and cement classified under CN codes 2505 and 2517;
- garments and clothing accessories, knitted or crocheted, classified under CN 6101 to 6117;
- garments and clothing accessories, other than knitted or crocheted, corresponding to codes KN 6201-6212 and KN 6214-6217;
- footwear, gaiters and the like, and component parts thereof, corresponding to CN codes 6401 to 6405.
The following parties are required to register goods in the RO e-transport system:
- beneficiaries who purchase sensitive goods from the territory of an EU Member State and suppliers who deliver the goods within the EU;
- importers and exporters named in customs declarations in the case of import and export operations;
- suppliers carrying out domestic transport;
- depositaries for goods that are the subject of intra-Community transactions in transit.
